3、 Health and family planning departments at all levels should accelerate the reform process of electronic registration management for medical institutions, physicians, and nurses. On the basis of the launch of electronic online registration management in various provinces on July 1, 2017, all 3715 government service halls nationwide that have opened medical institutions, physicians, and nurses have registered online, providing fast and convenient services for the registration of medical institutions, physicians, and nurses.

4、 Further simplify the approval process for medical institutions. The establishment approval and practice registration of medical institutions at or below the second level will be "two certificates in one", further simplifying the approval of the establishment of tertiary hospitals. Health and family planning departments at all levels actively cooperate with relevant departments to establish a collaborative mechanism for medical institution approval work, and promote the sharing of approval information.

5、 Integrate the practicing certificate of obstetricians and gynecology with the qualified certificate of maternal and child health technology assessment. Qualified personnel shall annotate the relevant content of maternal and child health care technical services in their physician's practice certificate.

6、 Further enhance the level of opening up in the medical field to the outside world. For clinics established by foreign medical institutions, companies, enterprises, and other economic organizations in the form of joint ventures or collaborations, the restriction of foreign investment equity ratio not exceeding 70% shall be relaxed.

7、 Exploring the implementation of a notification and commitment system for the allocation of Class B large medical equipment by social medical institutions within the free trade pilot zone approved by the State Council, and the provincial health and family planning departments should formulate corresponding measures for supervision during and after the event and strengthen supervision.

8、 Health and family planning departments at all levels should comprehensively clean up various unnecessary certificates in relevant documents or standards. Cancel the photocopy of the "Medical Institution Practice License" submitted by medical institutions when applying for medical advertisements and stamp it with the official seal of the health and family planning administrative department, and replace it with the applicant's official seal. Carry out the cleaning and cancellation of materials related to the issuance of capital verification certificates by social medical institutions, and strengthen subsequent supervision.

9、 Promote information sharing and service commitment system to facilitate people's daily life. Cancel the family planning related certification materials submitted by some rural family planning subsidy applicants, and cancel the life and childbirth history and implementation of long-term contraception and birth control measures for the "Less Birth and Faster Prosperity" project application in the western region. Relevant information will be verified by the health and family planning administrative department through the health and family planning information system. Do a good job in querying marriage and childbirth information for migrant populations in different places, promote information sharing, and cancel paper marriage and childbirth certificates.

10、 Health and family planning departments at all levels should strengthen supervision during and after the event, and comprehensively promote the "double random and one open" work of the national health and family planning system. In the national supervision and sampling work, the "double random and one open" method is fully used to achieve "two full coverage", covering 31 provinces nationwide and all fields of health and family planning supervision and law enforcement work. According to the focus of work in 2017, the newly revised "Regulations on the Administration of Vaccine Circulation and Vaccination", the use of antibiotics, and nucleic acid testing in blood stations will be supervised and inspected using a "double random and one public" approach.
